Features are defined by WebGPU specification unless Features::TEXTURE_ADAPTER_SPECIFIC_FORMAT_FEATURES is enabled.

Valid bits for TextureDescriptor::Usage provided for format creation.

flags: TextureFormatFeatureFlags

Additional property flags for the format.
